The Minnesota Department of Education announced a new online instructional program for Minnesotans who are preparing for their General Educational Development Diploma (GED). GED-i, a nationally-recognized and teacher-facilitated service, is free to innesota students.

"This is an important resource for people who are working toward their GED diploma," said Commissioner Seagren. "For many Minnesotans, transportation, child care and work obligations have kept them from going to class to prepare for the GED test. This new program will make GED preparation much more accessible."

GED-i learning is facilitated by instructors from local adult educa-tion programs. Registered students will work with a licensed teacher from their local Adult Basic Education (ABE) program in an online environment. Instructional content can be accessed on he Internet at any time.

According to the 2007 American Community Survey, ten percent (388,074) of Minnesotans over the age of 18 lack high school equivalency. Individuals who do not have their high school diploma or equivalent (GED) are at a severe disadvantage in the creasingly competitive job market.

The GED-i program is an online preparation program only; the GED test itself must be taken in person at a GED examination center. Student enrollment in person at an ABE provider site is lso required.

The Minnesota Girls Academy (MGA) is a residential girls high school poised to open in the Winter of 2009. RFP: Wilder’s Scattered Site Supportive Housing Programs

Request for Proposals

The Amherst H. Wilder Foundation invites qualified agencies and individuals to submit a proposal to provide group facilitation for parents of young children between the ages of 0-5 years old. Wilder’s Scattered Site Supportive Housing Programs provides support and housing assistance to formerly homeless families who live throughout Ramsey County.

Targeted Services:
We are looking for a facilitator to design a program that assist parents of young children (birth to kindergarten) with information and support that ensures school readiness. Goals include engaging parents regarding parent child interaction, child development and school readiness. The facilitator will need to have the ability to build relationships with families, including young parents and young children (birth to kindergarten). The facilitator should have knowledge of children’s developmental and educational needs; understand barriers of families living in poverty with multiple needs; the ability to work with a diverse participant population and provide culturally specific programming.

Proposed Services
Provide up to two groups for 6 to 8 weeks for parents with children ages 0-5.
Provide groups that relate to child development and school readiness that are culturally specific that meet the needs of the families in the group.
Provide culturally competent child development and school readiness resources and referrals.

Provide in-home services (if parent identifies this as a need to have more one-on-one services).

Intensity and Frequency of Contacts: The group facilitator will conduct groups for 6 to 8 weeks during the evening and/or weekend. Also, the facilitator may be required to provide one-on-one meetings that may or may not be in-home.

Group Ratio: The ratio can be up to 12 families that have children 0-5 years old.

Proposal: The proposal should provide in detail topics for each group, group curriculum, culturally specific resources and referrals to be used for the group, and how the group will infuse cultural differences with school readiness. Please submit a detailed budget.

Accommodations: Group location, child care space and staff for child care will be provided at the Wilder Center, 451 Lexington Parkway North, St. Paul, MN.

Volunteers needed to help protect children, improve system

Now is the time for residents of Hennepin County to play an integral role in helping protect children from abuse and neglect. Hennepin County and the Minnesota Department of Human Services (DHS) are seeking community members for a Child Protection Citizen Review Panel to offer input on how the state and the County can improve Minnesota's child protection system.

Residents of Hennepin County can offer their insights on how to work together in government, communities, and families to better serve children in the child protection system and to help children remain safe and grow up in loving, nurturing families.

Consisting of 11-15 members, Hennepin County’s Citizen Review Panel will include men and women with a variety of experiences and backgrounds. People representative of the County’s population are encouraged to apply. Panel members will:

1. Offer an outside perspective on the internal workings of the child protection system.
2. Offer suggestions for the state and County to better safeguard children who have been abused or neglected.
3. Provide ideas on ways families and communities can work together to better serve children.

Volunteers will meet regularly, gather information through reports and interviews, and may analyze trends and data, study Hennepin County’s performance, review case files, and make recommendations to key leaders in the child protection system. The Department of Human Services and the County will consult with and provide ongoing support to Citizen Review Panel members.

The Hennepin County Board of Commissioners will recommend members to be appointed by the Commissioner of DHS. Volunteers serve a two-year term (with some initial terms of three years for continuity), up to six years, or three terms maximum. These are unpaid positions.

Some out-of-pocket expenses incurred by volunteers that may be reimbursed are:

Bus fare
Long-distance phone calls
Postage

A panel member may not be a current employee of the Hennepin County attorney's office, district court, social services, or court services; a foster care provider; or a paid guardian ad litem in Hennepin County.

Volunteer applicants will need to consent to criminal and maltreatment background checks.

Hennepin County is looking for volunteers who listen well, work as part of a team, and show sensitivity to children's diverse social, cultural, and economic needs. This is a great opportunity to truly make a difference in children's lives.

The office of Congressman Keith Ellison offers an intern program for individuals interested in learning about the operations of a Congressional office, current events as they relate to Congressional activity, federal legislation and legislative issues, constituent services, and events research and planning.

Responsibilities Include:
Clerical, including office reception, intake of constituent comments via mail and phone, and other duties as assigned
Events and Meetings, including researching community activities, researching privately-sponsored event and meeting background, assisting with event planning and logistics, and joining the Congressman at events and meetings
Constituent Services, specifically assisting Congressional staff in communicating with agencies and constituents.
Participation in regular briefings on current events and legislative issues, and trainings on constituent services and the operations of a Congressional office.

Qualifications:
Strong written and verbal communications skills, detail oriented, organized, able to multi-task, and a keen interest in learning the operations of a congressional office. Candidates participating in a formal internship program sponsored by a college or university or who will receive college credit are preferred.

Part-time and full-time opportunities are available starting immediately for up to six months. Hours are flexible. Interns and volunteers agree to serve without compensation, not to make any future claim for payment, and to acknowledge that the voluntary service does not constitute House employment. Minneapolis Park and Recreation Board (MPRB) is accepting applications for the NCE Commission

The Minneapolis Park and Recreation Board (MPRB) is accepting applications from residents for one position on the newly created Neighborhood and Community Engagement Commission.

The role of the commission will be to shape how the City engages its residents and works with neighborhood and community organizations, as well as oversee programming details and funding for neighborhood revitalization work. The resident who will be appointed by the MPRB on January 2, 2009 will be part of the 16-member commission. Of the remaining members, eight residents will be selected by neighborhood organizations and seven will be appointed by the Mayor and Council Members of Minneapolis.

Position Summary:
The Outreach Manager is responsible to assure the Association’s Mission, Vision, and Strategic Plan is adhered to by outreach staff. This program builds the acceptance of and respect for differences by continuous expansion of cultural knowledge, resources and adaptations of service models to better meet the needs of multicultural communities. In addition, the program will provide direct, ongoing individualized support to ensure access to and connection with support services for persons with brain injury, their families and professionals prior to, at the time of and following discharge from multiple types of settings. The multicultural outreach program expands the capacity for understanding residual issues related to brain injury and needed services among existing culturally specific and multicultural service providers. The goal is to improve the self-sufficiency of persons with brain injury in the Latino, Native American, African American, African Born and Hmong communities.

Responsibilities:
Implementation of designated outreach grants:
· Maintain organization strategic plan and vision as the priority for all staff.
Develop, implement, monitor and report on project performance in relationship to Grant/contract requirements.
· Develop, monitor and evaluate program operations.
Promote, facilitate, develop and maintain relationships with community resource providers who interface with Association Consumers with special attention given to those working with underserved populations.
Facilitate and assist in development and maintenance of relationships between community providers.
Recruit for and seek guidance from the Multi-Cultural Ambassadors Council, (Advisory Committee) that represents the constituents this Program serves.
Document necessary information related to barriers from consumers, community members, and providers to encourage success in programs available and, facilitate a process for resolution.



Document activities and provide a written quarterly report to Associate Director of Services.

Implementation of the Resource Facilitation program including:
· Provide on going Resource Facilitation documenting barriers, service gaps, and duplication of services experienced by persons with brain injury, families and professionals in the region.
· Work collaboratively with BIA-MN staff and hospitals to refine and implement discharge/referral process, develop materials, and document outcomes.
· Develop and evaluate cultural/language appropriate hospital, clinic and community educational resource materials.
· Develop, implement, monitor and report on project performance in relationship to Grant/contract requirements.

Information & Resources
· Provide on-site consultation to identified collaborators.
· Provide complete cultural/language appropriate referrals to BIA-MN staff for information, resources, and individual assistance.
· Market/Promote information and referral; 1-800 number; and provide basic information to potential referral sources.
· Respond to requests for information and resources.
· Supervise informational packet requests.
· Refer inquiries to appropriate service providers as needed.
· Develop new resources to meet evolving needs.
· Assist with resource library and website upkeep/organization.

Individual Assistance
· Provide on-going assistance to community providers.

Community Education/Public Awareness/Advocacy
· Increase awareness and understanding of brain injury by acting as a resource and providing training and information about technical assistance to families, survivors, professionals and the community at large.
· Inform consumers and service providers about their rights; empower them to direct their own services and support systems; and make informed choices.
· Assure the Department serves as the Brain Injury Association liaison to and provide training and technical assistance to culturally specific support groups.
· Organize and carry out activities to educate persons with brain injury, families, professionals and diverse communities about brain injury and brain injury issues.

· Work with service providers and government agencies on behalf of persons with brain injury and families.
· Develop and update educational materials in multiple languages.
· Build regional networks of liaisons on issues related to brain injury.
· Encourage communication and collaboration within the target communities.
· Attend State/County/Local planning meetings to speak for brain injury issues and assist with strategic plan development.
· Provide a proactive educational approach through hospitals and professionals which will facilitate consumer access to available supports.
· Attend and support Metro Area BICC.
· Attend community network meetings
· Work in collaboration with the Association’s Education Department to coordinate efforts and resources.

Outreach
· Visit service sites to gather information and represent, promote, and market Association programs.
· Identify and expand outreach services to targeted communities.
· Outreach and serve urban and rural areas within all ranges of socioeconomic factors.

Supervision
· Build and develop the Outreach team.
· Provide training, supervision and support to Outreach staff and program volunteers.
· Provide support and supervision to Outreach Team on Association processes, specifically with accessing resources, technical guidance, consultation, database use and telephone support skills.
· Implement staff annual reviews, provide staff emotional support, mentor and monitor team performance.


Additional Responsibilities
· Develop, and implement Program budget to its fullest capacity.
· Increase awareness of the Brain Injury Association's web site as an informational resource.
· Provide program information for Newsletter, conference and workshops, Roundtables, etc.
· Responsible to track data according to program reporting requirements.
· Maintain program records.
· Responsible to attend all program and staff meetings to insure continuity between Association outreach staff, contract staff and other program staff.
· Assist with program development.
· Other duties or projects may be assigned.



Qualifications:
Preference given to excellent bi-lingual Spanish written and verbal skills.
Strong interpersonal and group communication skills.
Degree or experience in health or related rehabilitation area (e.g., social work, nursing, special education, etc.)
Work or personal experience in case coordination and advocacy
Posses an understanding of local/state human service delivery systems.
Ability to work independently and as part of a team
Excellent record keeping and report writing abilities
Transportation/travel required
Experience in community organizing
American Academy for the Certification of Brain Injury Specialists (AACBIS) certification within one year post hire date.

Public Service Loan Forgiveness

The College Cost Reduction and Access Act of 2007 established a new public service loan forgiveness program. This program discharges any remaining debt after 10 years of full-time employment in public service.

The borrower must have made 120 payments as part of the Direct Loan program in order to obtain this benefit. Only payments made on or after October 1, 2007 count toward the required 120 monthly payments. (Borrowers may consolidate into Direct Lending in order to qualify for this loan forgiveness program starting July 1, 2008.)

This contrasts with the loan forgiveness of the remaining balance after 25 years of repayment under the income-contingent and income-based repayment plans for borrowers who are not employed full time in public service jobs.

FREEZING FORECLOSURES BEFORE THEY FREEZE US!

NCRC volunteers have identified over 500 North Minneapolis residents who received adjustable rate mortgages (ARMs) in 2007 or are currently delinquent on their mortgage payments. On Monday December 1st- Thursday December 4th from 5pm-7pm we will be going out in groups of 2 to visit these residents to make sure they know they may be able to get a loan modification by working with a foreclosure prevention counselor at one of several local agencies. The counseling is free of charge.

We need volunteers to visit these neighbors and protect our community's wealth from predatory lenders and foreclosure! There will be a brief training, as well as t-shirts and free food afterwards for all volunteers. The Minneapolis Finance Department is seeking applicants for the appointed position, Director of Development Finance.

Salary range for 2008: $84,039 – $92,886 per year.


About the Position
This position serves as the Director of the Development Finance Division in the Minneapolis Finance Department. The Director of Development Finance is responsible for directing Development Finance operations in an efficient manner within City policies, state laws, and best practices in municipal finance. The Director of Development Finance is responsible for directing and managing the creation, maintenance and analysis of development-related financial information and processes that inform development decisions and administer Community Planning and Economic Development (CPED) and Neighborhood Revitalization Program (NRP)
contractual obligations. The Director of Development Finance provides leadership to, technical resources for, and encourages customer service among an assigned staff of approximately 15 finance professionals in the areas of development finance services, budget and grants management, development loans and contracts, and NRP/Citizen Participation. This position reports directly to the City’s Chief Financial Officer (CFO) and coordinates objectives and priorities with the CFO.


  • Typical Duties and Responsibilities
    Serve as the primary point of contact for development related financial information as needed by CPED management, the CFO, and City policy-makers.
  • Direct, coordinate and review the preparation of development project plans and modifications for redevelopment projects and tax increment financing districts.
  • Direct and conduct in-depth development related research and analysis including compilation of demographic, economic, physical and financial data; conducting special research necessary.
  • Direct the preparation of CPED’s annual and long-term program, project, department and division budgets and collaborate and assist the CPED Executive Director in the presentation.
  • Direct the development and maintenance of procedural guides and the provision of ongoing training and consultation services for CPED Project Coordinators.
  • Direct the provision of detailed information to CPED staff on legal and administrative procedures related to the development process and applicable laws, ordinances and regulations.
  • Develop and propose detailed implementation and operating procedures for new projects and programs for CPED as requested.
  • Negotiate or assist in negotiations with developers or other parties relating to development related transactions.
  • Represent the CFO and CPED on special task forces, committees, and at seminars, conferences and community meetings.
  • Respond to inquiries from City Elected Officials and other public and legislative bodies.
  • Develop policy analysis and recommendations and present to elected officials for approval.
  • Hire, train, develop, and provide leadership to the City’s Development Finance Division staff.

Position Requirements
Bachelor’s Degree in Business Administration, Public Administration or Accounting (Masters Degree preferred) with five (5) years of progressively responsible experience in public development finance.


Other Required Qualifications
• Thorough knowledge of governmental accounting, budgeting and financial reporting.
• Thorough knowledge of community development financing methods and application, especially
Minnesota tax increment law and practice.
• Knowledge of the principles and practices of urban planning and development.

Ramsey County Pt. Time - Home Visiting Program Analyst

The Family Health Section, St. Paul-Ramsey County Department of Public Health, Program Analyst position is part-time, 20 hours/week, flexible days and hours. Responsibilities will be assisting the Sr. Program Evaluator with nurse home visiting evaluations and managing several maternal/child health contracts with community agencies. The primary role will be data management and statistical analysis. Leadership Conference on Civil Rights Offers Fundraising Fellowship for Person of Color


The Carol H. Pitchersky Development Fellowship was established by the Leadership Conference on Civil Rights Education Fund (LCCREF) to develop and broaden the capacity of social justice organizations to raise funds necessary to serve their respective missions and further the civil rights community’s goals of equality, equal opportunity and mutual respect. The Fellowship program will identify and support persons of color who are aspiring development professionals, who have demonstrated a commitment to civil rights and social justice, and who wish to advance their careers in nonprofit fundraising. The 2009-2011 Fellow will be placed at the national office of the ACLU in New York City. Twin Cities Habitat -- Government and Community Relations Director – Full Time

Lead a staff team responsible for Twin Cities Habitat for Humanity’s (TCHFH) Government and Community Relations functions and Transforming Hearts & Minds strategic initiative: Educational programs; Community outreach and organizing; Public Policy Advocacy; and State and Local Government relationships. Conduct advocacy through engagement of stakeholders including volunteers, supporters, partner families and staff.

Responsibilities include:

  • Develop, implement, and manage on-going process of establishing and articulating TCHFH public policy priorities
  • Develop and implement an outreach strategy to engage stakeholders in shaping and advising TCHFH positions
  • Develop and leverage relationships with housing advocates in the region
  • Connect TCHFH advocacy work with the HFHI advocacy initiative

Requirements:
Bachelors degree, preferably in public policy, political science, housing studies or community organizing, Master’s degree preferred. Candidates must have at least 8 years experience in policy development, issues advocacy and community organizing/citizens mobilization with at least 3 years supervisory experience. Experience with housing policy is highly preferred.

Ability to meet deadlines, use time efficiently, prioritize, work independently and as an effective team member is necessary. Good written and oral communication skills along with presentation skills are needed. Candidates must be able to work under pressure to handle frequent change, delays and/or unexpected events. Good interpersonal skills with an ability to work with a variety of people and occasionally handle difficult situations & conflicts with finesse is crucial. Excellent negotiation skills are also important. Proficiency with MS Office and applicable technological knowledge to administer e-advocacy software is required.

Candidates must have proven ability to supervise and motivate volunteers.

Most of the work for this job is conducted indoors at a desk, with some off-site meetings, including periodic exposure to dirt, dust, dampness, construction debris, extreme temperatures, construction noises, fumes and odors from working on or visiting residential construction sites.

Organization Background. APAC is a statewide organization of manufactured (mobile) home park residents and a national leader on manufactured housing issues. Based in St. Paul, APAC serves as a tenant's union for park residents in Minnesota and also has offices in Moorhead and Winona. APAC has a primary focus on resident education, leadership development, and grassroots organizing. The organization's programs include tenant advocacy, community organizing, housing preservation, impact litigation, and state public policy advocacy.

Primary Responsibilities.

· Coordinate Legal Advocacy – Identify and file legal actions related to significant manufactured home park problems – such as park closures, health and safety issues, retaliation, etc. Oversee statewide tenant hotline and work with other staff and volunteers to ensure that proper information and assistance is provided to callers dealing with issues such as eviction and non-compliance notices, unreasonable management practices, etc. Participate in resident meetings to provide information about legal rights.

· Coordinate Public Policy Activities – Conduct policy research and develop bill language. Develop campaign fact sheets and briefing papers. Serve as the primary lobbyist on one or two legislative proposals. Work with other staff to engage residents and allies in the legislative campaigns.

  • Supervise law clerks and legal volunteers.

Qualifications & Experience.

Required Skills: Law degree, membership in the Minnesota State Bar, community involvement experience, a commitment to social and economic justice, solid research and analysis skills, strong written and verbal communication skills, self-confidence and assertiveness, ability to work both independently and as part of a team, attention to detail, basic knowledge of computer hardware and software, willingness to work some evenings and weekends, a valid drivers license, and regular access to a vehicle.

Additional Helpful Skills: Familiarity with housing law and preferably manufactured home park law (MN Statute 327C), experience with the legislative process, community organizing or community leadership experience, and experience working in diverse communities.

Salary and Benefits. Annual salary of mid-30s to low-40s based on experience, with twice monthly pay periods. Benefits include health and dental coverage, ten paid holidays, ten vacation days, ten sick days, and one additional personal day.

Position Requirements:

Education: Bachelor Degree from four year college or university.

Licenses required: Valid Minnesota Driver's License

Certifications Required: Tax Credit, Section 8 and HOME Program Certifications desirable.

Knowledge:
Knowledge of tenant/landlord law. Knowledge of Section 8 Regulations. Knowledge of Low Income Housing Tax Credit and McKinney HOME Program regulations as they apply to tenancy.

Abilities:
Ability to read, analyze, and interpret technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from regulatory agencies or members of the community. Ability to present information to top management and public groups.

Skills:
Mathematical and analytical skill to provide the ability to work with mathematical concepts such as fractions, percentages, ratios, and proportions for practical solutions. Ability to define problems, collect data, establish facts and draw valid conclusions.

Duties and Reponsibilities:
Keeps ACCAP rental units occupied with persons/families who are in compliance with the terms of their leases by: marketing available units; screening applications to approve/reject would-be tenants; executing leases; and taking appropriate steps up to and including unlawful detainer action when necessary to correct violation of lease terms. Communicates with tenants, tenant representatives, social service and community organizations, and resident managers. Administers Section 8 Housing Assistance contracts. Provides direction to resident managers. Completes property inspections for the purposes of determining tenant abuse of property and recommending improvements to property.

st Century Community

Learning Centers (21

st CCLC) –Cohort 4 grant competition. Approximately $3 million is

available to establish or expand high-quality afterschool programs that offer a broad array of

services and activities designed to reinforce and complement the regular academic program of

participating students before and after school, on school release days, weekends and school

vacation periods.

Examples of agencies and organizations eligible to apply for a 21st CCLC grant include, but are

not limited to: schools, school districts, non-profit agencies, city or county government agencies,

faith-based organizations, institutions of higher education and for-profit corporations.

Eligible applications must include a collaborative between a school or school district, and one or

more community-based organizations, faith based organizations or other public or private

entities. Applicants must primarily serve youth who attend high poverty schools or schools

eligible for Title I schoolwide programs.

I am sending this out to my closest friends and collegues in the hope that you will be able to assist me. As you may or may not know, I am on the board of directors for the Center for Communication and Development / KMOJ radio.

We are going to be having a Radio A Thon next week, Sunday October 26 through November 1. We are in need of volunteers to help answer phones and take pledges at the office of KMOJ (1422 Lake Street) from AM to 8 PM starting on Monday morning. We would hope you could at least take an hour time slot but would welcome more.

Please let me know if you would be willing to take some time to help out KMOJ. If you are like me, you may have grown up listening to KMOJ when it was the only urban radio station in Minneapolis. At times for me, it was my connection to the community. Now it is our time to give back to what this station has given to us. We have a lot of great things planned for KMOJ in the coming few years and I would love for you to be a part of it.
